Definition:
The primary focus of this position is to assist City staff with contract compliance issues, including
but not limited to construction contracts, professional service agreements, personal services
contracts, software/SaaS agreements, intergovernmental agreements, and other maintenance
and service agreements. This position works with departmental project managers and other City
employees to ensure that the contracting process and outcomes meets their specific needs and
interests while complying with the City's Charter, Code of Ordinances, and other legal
requirements. This position helps train end users about responsibilities in the contract and
provides technical assistance to City staff. The position assists the Purchasing and Contracts
Manager in monitoring, directing and creating administrative policies and procedures for
procurement contracting activities.



Principal Duties:
Ensure City's contracting process is in accordance with City policy and all applicable federal,
state, and local laws, and applicable grant requirements. Collaborate with City Attorney staff to
understand and apply consistent legal interpretation regarding contractual provisions and
requirements. Prioritize, plan, organize, direct, and manage the contracting process, including
gathering necessary documentation, preparing contract drafts, tracking contract progress, and
obtaining necessary approvals and signatures to ensure a seamless internal contract process.
Create contracts and amendments, maintain contract records, and prepare contract-related
correspondence. Participate in the development of work scopes for contracts. Interpret and
advise on contractual terms, conditions, and requirements. Attend meetings to discuss contract
matters and to communicate contract status and expectations. Facilitate contract negotiations.
Facilitate contract dispute resolutions. Advise and assist departments when issues arise
regarding contractor performance and compliance with contract terms. Develop, plan, and
provide training on contract administration. Promote good customer service and open
communications with all divisions of the City. Advise and provide support to all departments on
contract matters. Work with departments to determine whether a renewal is due, a new
solicitation or contract is necessary, or an amendment is needed. Review and adhere to City of
Longmont Purchasing Policies and Procedures. Coordinate compliance issues with the
requesting Department/Division and the City Attorney staff. Collaborate with Purchasing and
other City staff in reviewing and revising contracting policies and procedures as needed.
Manage city-wide contract repository, ensuring compliance with electronic storage of contracts
policies and procedures. Contribute to the development and periodic updating of standard
contract templates, forms, and documents. Interpret legislation, policies, and rules. Conduct
research related to public procurement and contracting and advise on findings. Monitor Code of
Federal Regulations and publications from the Office of Management and Budget for updates
affecting the City.

Working Environment:
Work is performed in a standard office environment and involves sitting for extended periods.
This position may work with supervisor to establish a remote, hybrid, or flexible schedule. When
establishing a remote or hybrid schedule, position must agree that remote work location has
adequate technology and environment is appropriate for work (e.g., internet connection,
ergonomics, and proper security.) In the case of inclement weather or building closure, this
position may work from home even if normally reporting into the office. Work may require
occasional light lifting and carrying of up to 15 pounds. Work requires occasional travel to
various City facilities for meetings. Work may include mental demands associated with time
constraints, contract negotiations and disputes, problem resolution, and prioritizing multiple
concurrent tasks. Work demands include constant communication with vendors and staff to
provide direction and guidance.




Qualifications:
Any combination of education and experience equivalent to a Bachelor's Degree from an
accredited college or university with major coursework in purchasing, business administration,
public administration or related field; four or more years of progressively responsible experience
in governmental contract administration and contract management; and training in contract law
and basic insurance and indemnification laws. Course work from NCMA, NIGP, or ISM may be
substituted for major college coursework. Juris Doctorate (JD) desired. Special
