We serve all individuals regardless of their insurance status or ability to pay.Job DescriptionCOVID Vaccine Offsite Clinic Manager - Temporary (Full-Time assignment ends when Community Vaccination Goals are Met)Will start up, operate, and manage Offsite COVID vaccine clinics for Salud Family Health. Ensures that vaccine offsite clinics operate effectively, efficiently, and consistently with the Salud model of care delivery, focusing on Salud's mission and goals included in the strategic plan. The Offsite Manager approaches his/her tasks in a team-based fashion that supports the patient's ability to effectively receive the COVID vaccine.Provide leadership and manage all aspects of the vaccine delivery system, excluding direct patient care and clinical protocols, which are led by the offsite medical provider(s). Leadership functions shall be carried out through the implementation of a leadership team approach to shared decision making among the Director of Safety and Emergency Preparedness, medical providers, and the Offsite Manager; however, this position has lead decision-making authority at the offsite clinic. Must be able to travel to designated location(s) and arrive at a designated timeSupervision Received:Works under the direct supervision of the Director of Safety and Emergency Preparedness, Vice President of Operations, or Chief Operations Officer.Supervision Exercised:Supervises all Off-site staff (Salud employed, contract staff, and volunteers) functions who support the off-site clinics. Specific Duties:The Offsite Manager (OVM) is accountable for all of the areas in the offsite clinic listed below. Many of these duties are likely to be delegated to staff in their specified areas; however, the accountability still rests with the OM.Adequate staffing: Inputs data into a staffing model/ratio worksheet to ensure the offsite clinic is properly staffed at all times with the established Salud parameters. May implement a dynamic staffing approach to maximize resources.Communication lead: Serves as a liaison and lead communicator between Administration and all offsite staff. Communication should be presented in a concise, understandable fashion that provides sufficient information on the background and reasoning for decisions or initiatives. Seeks input and feedback from those affected by changes and shares this feedback during Offsite Team Meetings.Community: Works with local community resources in assessing and providing for their needs of the community. Acts as a patient advocate for our vulnerable populations by ensuring that patients are fully informed and comfortable with their visit to SALUD. Represents SALUD and communicates its philosophy and mission at community functions. Hosts and coordinates visits for visitors, politicians, or other people coming to the clinic.Contact Center Liaison: Serves as the liaison between the Contact Center and clinic to be sure scheduling and communication practices are smooth.Data, Analytics, and Auditing: Collects data, prepares reports, compiles and analyzes statistics, and answers correspondence to meet the needs of the Executive Team. Electronic Health Record: Maintains current knowledge and skills of eCW to ensure complete documentation regarding registration, vaccine administration, and post-vaccine side effects.o Use of scheduling blocksEquipment/devices: Ensures that all Salud offsite clinic equipment or devices are inspected monthly.Leadership: Provides leadership to ensure that the site operates effectively, efficiently, and consistently with the Salud model of care delivery, focusing on Salud's mission and goals and State and Federal vaccine administration requirements. Analyze and recommend changes in organizational systems, procedures to ensure patient satisfaction, clinic flow, and maximum productivity.Management: Supervises assigned staff; development of Just in Time Training (JIT), coaching, and time management. Staff/volunteer performance issues should be reported to the Dir. of Safety and Emergency Preparedness.Meeting Coordination: Lead and coordinate all staff meetings at least monthly. Ensure that all staff attends meetings and that meeting minutes are kept.Patient issues: Management of patient complaints.Policies and procedures: Assist as requested in the development of policies and procedures related to off-site vaccine clinic operational issues and ensure compliance with all policies and procedures.Safety: Assure safe and well-maintained facilities and that signage are clear, up-to-date, and professional. Responsible to coordinate with the SALUD system the implementation and assessment of adherence to all regulations and compliance standards (OSHA, CLIA, AAAHC, Medicare and Medicaid, etc.)Scheduling: Work with Center Directors and Human Resources to assign and manage provider, clinic staff, and volunteer scheduling. Students: Coordinates with the student instructor and manages administrative aspects of having students, as appropriate, at off-site vaccine clinics. To include training students/instructors on students' role, responsibility, and accountability at the off-site vaccine clinics. Coordinates with Salud VP of Medical to schedule training on vaccine administration and any other clinic aspect.QualificationsKnowledge, Skills, and Abilities:Knowledge of organizational policies, procedures, systems, objectives, structures, team building, and culture change. Knowledge of the FEMA Incident Command System (ICS) and National Incident Management System (NIMS)Must be able to establish and maintain strong relationships with outside community members, governmental agencies, public health, etc.Must have the ability to communicate professionally and effectively in a public setting.Skill in establishing and maintaining an effective working relationship with patients, and medical staff. Ability to manage difficult or angry patients. Effective organizational, time management, and delegation skillsKnowledge of computer systems and applications.Skill in leadership, management, and direct supervision of employeesSkill in logistics, planning, organizing, coordinating, and project managementSkill in exercising initiative, judgment, problem-solving, and decision-makingSkill in identifying and resolving problems. The ability to create an atmosphere that encourages motivation, innovation, and high performance. Sensitivity to low income and ethnic minority community a mustBilingual English/Spanish preferred.Education:High School Diploma or GED requiredExperience:Three years of experience managing and leading in an operational setting.Preferred experience in Emergency Management, Operations, and/or Business AdministrationEnvironmental Conditions:Offsite locations may be located outside or indoors.
