Job Description Job Description Job Purpose The Construction
Quality Manager is to ensure that the projects built meets the
requirements and standards of the owners. This is done by
coordinating and scheduling Quality Control staff to oversee the
day to day operations of each project. Provide support to the
Quality Control staff and the Project Management team to build a
quality project safely, within budget, and on time. The
Construction Quality Manager is expected to use their experience
and judgment to make decisions within their limits of authority.
Duties and Responsibilities Schedule and assign QC staff to
projects Develop, implement, manage, and revise Quality Management
Plans for newly awarded projects Develop concrete mixes for both
bidding and construction purposes Estimate QC manpower and
additional costs of outside testing services for upcoming projects
due for bidding Submit change orders for Inspection and Testing
Procedures for each project Assist in the conception and
implementation of Corrective Action Plans to remedy Non-Conforming
issues. Develop Concrete Quality Plans Perform Concrete Plant
Uniformity tests Oversee trial batches for concrete mixes Work with
Project Managers and Superintendents on each project to determine
if there is alternative construction means or material that could
be more efficient and/or effective both financially and with
regards to production. Coordinate with Production personnel on
Non-Quality Management projects to determine upcoming needs for
Quality Control Technicians Identify processes and activities that
require written quality control procedures Assist QC staff with any
questions regarding quality management, materials that can be used,
proper concrete mixes, testing requirements. Maintain Quality
Control testing equipment and ensure materials are available to the
staff when needed. Perform required inspections and complete
checklists in accordance with the contract documents. Maintain

applicable reports and paperwork to the appropriate personnel or
agency which relates with the above testing and inspection duties
and responsibilities. Qualifications Professional Engineer with one
(1) year of airport paving experience. Engineer-in-training with
two (2) years of airport paving experience. Nation Institute for
Certification in Engineering Technologies (NICET) Civil Engineering
Technology Level IV with three (3) years of airport paving
experience. And individual with four (4) years of airport paving
experience, with a Bachelor of Science Degree in Civil Engineering,
Civil Engineering Technology or Construction. Bachelor's degree in
Engineering, Project Management, Construction Management or
related. Prefer one (1) year of heavy construction experience. An
equivalent combination of education and/or experience may be
considered. Ability to deal effectively and tactfully with a wide
variety of individuals in person, via telephone and in Excellent
customer relations skills. Ability to work independently and
resolve practical problems, keeping all appropriate parties aware
of issues. Have a strong work ethic. Must have flexible work
schedule, includes working overtime, and nights if required.
Excellent verbal and written communication skills. Proficient
computer skills including the use of the Microsoft Word, Excel,
Outlook and Project. Understand basic behavior-based safety
programs and enforce company's safety policies Other Functions Must
have and maintain a valid driver's license. Perform other duties as
assigned. Working Conditions Outside environment, exposure to all
weather conditions and temperature extremes. Site specific exposure
to hazardous materials requiring proper use of Personal Protective
Equipment. Noise levels are site specific and may be subject to
PPE. Physical Requirements Reasonable accommodations may be made to

objects, tools, or controls; and reach with hands and arms. You are
occasionally required to climb or balance and stoop or kneel. You

abilities required by this job include distance vision, peripheral
vision, depth perception, and the ability to adjust focus. The
position requires that you will walk the construction site, climb
ladders, climb stairs, and walk on uneven ground. Position will
require employee to spend a large portion of their time on the
